Tangxia Town: Forging a Pilot Demonstration Zone for Dongguan‑Shenzhen Integration; Guanjia Honored with the Title of "Guangdong Provincial Intellectual Property Advantageous Enterprise"

At present, the "Dongguan City Master Plan (2016‑2030)" has been officially promulgated, positioning Tangxia Town as one of Dongguan's three major cluster centers and the sole cluster center of the Southeastern Cluster. This designation entrusts Tangxia with the important mission of coordinating and serving the overall development of the Southeastern Cluster and building a pilot demonstration zone for Dongguan‑Shenzhen integration.

Since the beginning of this year, the Tangxia Town Party Committee and the Town Government, in alignment with the strategic deployments of the Municipal Party Committee and the Municipal Government, have been guided by the principle of the "Three Stricts and Three Honests," adhering to a steady yet progressive approach. Through measures such as stabilizing growth, adjusting the economic structure, and advancing reforms, they have fostered a favorable situation in which economic development and cultural advancement progress in tandem.

From January to October, Tangxia achieved an added value of industrial enterprises above designated size of RMB 12.686 billion, representing a year‑on‑year increase of 9.3%; total tax revenue reached RMB 5.911 billion, up 17.9% year‑on‑year; and the town's general public budget revenue amounted to RMB 1.636 billion, a 15.7% increase year‑on‑year, with major economic indicators ranking among the top tier citywide.

As the "12th Five‑Year Plan" draws to a close and the "13th Five‑Year Plan" is set to commence in 2016, this juncture has endowed Tangxia with a new historical mission. Guan Minzheng, Secretary of the Tangxia Town Party Committee, stated: In the future, Tangxia will continue to center on its urban development positioning as the Southeastern Cluster center, deepen the implementation of the innovation‑driven development strategy and the new‑type urbanization strategy, further advance economic and social development across all fronts, and improve high‑quality functional amenities in areas such as government services, commerce, healthcare, education, and culture. Through achieving breakthroughs in key areas, Tangxia aims to create a ripple effect of advantages, striving to build itself into a regional center that radiates the southeastern part of Dongguan and actively integrates into the Shenzhen‑Hong Kong metropolitan circle—a livable and business‑friendly hub. This will usher in a promising future of "building a vigorous and strong town of advanced manufacturing and a renowned city of charisma through innovative urbanization," while driving the comprehensive development of the Southeastern Cluster.

Innovation Secures the Future; the Economic Foundation Is Solidified

Since the beginning of this year, Tangxia has implemented an innovation‑driven strategy, encouraging enterprises to pursue independent innovation and continuously strengthening and expanding the real economy. The town has provided substantial support in areas such as encouraging independent innovation, expanding domestic sales, and establishing headquarters and R&D institutions, with the aim of facilitating enterprise transformation and scaling up. Dedicated personnel have been assigned to monitor and facilitate major investment and expansion projects, including Yumingxin's capital increase of RMB 1.4 billion, Kinlong's capital increase of RMB 600 million, and Aohai Power's capital increase of RMB 610 million. The town has also been developing the "Four New" economies (new technologies, new industries, new business models, and new formats) by attracting companies such as Zhonghaixin, Shunluo, and Guangji to establish innovation industrial parks and e‑commerce cities. Currently, the town has 5 major reserve projects with an estimated total investment of RMB 7.8 billion; 8 reserve projects with an estimated total investment of RMB 13.15 billion; one listed enterprise; 4 enterprises listed on the New Third Board; 9 enterprise candidates for public listing; 32 brand‑name products; 42 national high‑tech enterprises; and 98 foreign‑funded enterprises that have established R&D institutions. Innovation‑driven initiatives have placed Tangxia among the forefront citywide.

From January to September of this year, the town organized 30 enterprises to apply for national high‑tech enterprise status, with 29 passing the review; and 52 enterprises applied for provincial high‑tech enterprise reserve status, with 49 approved—ranking among the top three towns and subdistricts citywide. Moreover, over 100 enterprises in the town have received scientific and technological project awards at the national, provincial, and municipal levels, placing Tangxia among the leaders citywide. Patent applications from January to September totaled 1,526, a year‑on‑year increase of 37%; granted patents numbered 1,144, up 25% year‑on‑year, with 187 invention patent applications, also ranking among the top citywide.

In addition, Tangxia actively encourages enterprises to apply for high‑level awards. This year, Guangdong Zhicheng Champion Group Co., Ltd. was honored with the "China Patent Excellence Award," and Guangdong Kinlong Hardware Products Co., Ltd. was awarded the title of "National Intellectual Property Advantageous Enterprise," each being the first enterprise in Tangxia to receive such distinctions. Dongguan Guanjia Electronic Equipment Co., Ltd. was granted the title of "Guangdong Provincial Intellectual Property Advantageous Enterprise," while Dongguan Sanyou United Electrical Appliances Co., Ltd. was named a "Guangdong Provincial Outstanding Enterprise." Dongguan Yumingxin Industrial Co., Ltd. was one of only four enterprises citywide to receive a major municipal science and technology special project award, securing a municipal grant of RMB 10 million.

The town has also actively cultivated innovative enterprises. Following the principle of "selecting the best from the best," it selected 6 enterprises, including Fengyu Electric, from among the 42 high‑tech enterprises in the town, successfully securing provincial and municipal innovation enterprise designations for them, with combined provincial and municipal incentives and interest subsidies totaling RMB 1.702 million.
